I can't tell if you're being sarcastic or not, but in case not, no. The preview was ran just fine without an NPU. Source

Officially you do need one. But there might be a way to bypass that like with the TPM requirement.

You might want to be more specific than that... but im running Debian on a Microsoft Surface and It's great. You will need to follow a tutorial on how to install it though. It's a bit more technical than your average Linux installation

It's easy enough to disable or change the settings to exclude apps. Not that it should be enabled by default, but it is part of initial account setup too.

You will be asked during the upgrade to 11H2 if you want to enable recall. Sure it is good to ask before enabling it but it is so unwanted feature so it is not even worth the question, just have it disabled.
