the claims against Meta expire at the end of this year, so users would have to act quickly — by filing a lawsuit and proving they were victims of the incident

This is somewhat misleading.

They have to file their claim before the end of the year. But then they can add the proof later.

Its 100€ if you can not prove that any harm was done. It could be more with proof (ie spam call logs etc)
