Ich verstehe das so, dass Apps die nur eine spezifische PDF anzeigen, nicht erlaubt sind. Also z.B. eine Begleit-App zu einem Gerät, die einfach nur die Bedienungsanleitung des Geräts anzeigt (fiktives Beispiel).
