Ok...

So, main character is a Mandarin (indicated by the cap and... skin tone...).

He is obviously enraged to the point of tears.

He has an alcohol bottle and is wearing the face of a more attractive, suave, composed, snooty (classy?) black man.

So... I'm guessing he is an alcoholic incel loser who pretends to be a black person online to pick up chicks.

The Mandarin attire is likely just to drive home the point that he is an impostor, a fake.

In the sky, as the sun, is Deng Zhiaoping, who is regretting opening the country up to more Western influence, while Nixon, the main counterpart to opening up the country to more Western influence, looks on with an expression of basically ... amusement, intrigue, and possibly a bit of ... enthusiasm or arousal.

So yeah basically the meme is 'Thanks to Deng and Nixon, now Chinese incels pretend to be black to attract women, though this enrages them'.

The insinuation is that somehow it was Nixon's plan all along to ruin Chinese society by introducing them to massive black cocks, and that Deng didn't really think through the full implications of his reforms.

... So basically something akin to 4chan btards exist in China, and this is what they come up with.
