Being shot at does make one a shooting victim, even if the rounds missed.
You're missing a key point. Victim implies they suffered, where in trumps own words he should just get over it.
Now is not the time to be talking about gun control. Think of the family.
Hey, gun control is a very serious issue.
I suspect the shooter picked an incorrect weapon and this negatively affected their ability to accurately place shots center of mass.
