Isn't 33% the max for some of these? For example, countries only have one team compete in basketball.

I'm pretty sure Russia has only one team in synchronized swimming, they still won gold every time

Thus their total % of medals being below 33%. They're right that there are two categories here...sports where one country could win all 3 medals, and sports where one country can only win one medal
