I think all of the frontrunners at the back were fighting each other rather than those Infront for a while
I think the five seconds is a fair penalty in general. It's just that Max' performance is so abnormally dominant that for him it doesn't matter.
Edit: and in lap 14 it seems like it would have been less of a penalty to let Leclerc regain position since if they pit now, he could end up 4th.

IIRC that front wing endplate is mainly to manage outwash? So as long as the wing holds together without that plate, it should be fine
