I don't understand; why does losing the ability to transmit AM mean they're not permitted to transmit FM anymore?

Their broadcast license probably has terms requiring both stations to be operational. FCC licensing can be extremely complex.

I assume it's some kind of bureaucratic precaution, as it is a federally licensed broadcaster.

My guess is the terms of something require it to ensure accessibility, because FM is more commercial.

Neither the station’s own website, nor their gofundme have an answer to that question. Both just state as the article does that the FCC forced them to go off the air.
