EU Envoys Approve up to €35 Billion for Ukraine, Bypassing Hungary

The agreement helps bypass Hungary’s refusal to extend the renewal period for the regime holding Russian frozen assets from six to 36 months.

EU ambassadors agreed on Wednesday (9 October) to give Ukraine up to 35 billion euros as part of the bloc's share in a larger planned loan from the Group of Seven nations (G7) backed by frozen Russian central bank assets, a statement from the Council of the EU said.

Russia has suffered some 600,000 casualties in its war with Ukraine — more than its losses in every conflict since World War II combined, according to U.S. officials.

This September was the deadliest month of the entire war for Russia, a senior U.S. defense official told reporters on a call Wednesday.

"Russian losses, again both killed and wounded in action, in just the first year of the war exceeded the total of all Soviet losses in any conflict since World War II combined," the official said.

However, the steep casualties are not a "definitive metric" of success for Ukraine, the official warned. Ukraine has also suffered mass casualties, though the U.S. has not disclosed how many.

Ukrainian President Volodymyr Zelenskyy said in February that some 31,000 troops had been killed.

The U.K. Ministry of Defence put Russia’s daily casualty count at 1,271 in September, and said some 648,000 Russians had been killed or injured in the war.

"It’s kind of the Russian way of war where they continue to throw mass into the problem, and I think we’ll continue to see high losses," the U.S. military official said.

South Korea warned earlier this week that North Korea was sending its forces to fight alongside the Russians.

Russia has also lost two-thirds of its pre-war inventory of tanks to Ukraine, along with 32 medium-to-large naval vessels.

Russian President Vladimir Putin is "trying to avoid a mass mobilization because of the effect that would have on Russia’s domestic population," the official said.

"At this point, he has been able to significantly increase the pay of these voluntary soldiers, and he has been able to continue to field those forces without doing a major mobilization."

"And I think we’re just watching very closely how long that stance can actually be one that he can maintain, and I think it’s an important one for all of us to watch very closely," the official added.

The Kremlin is reported to have lost control of the situation and is preparing for a war between the two republics.

Chechnya's leader Ramzan Kadyrov has announced a blood feud against three politicians from Russia's volatile North Caucasus region, sparking fears of a major interethnic conflict.

The North Caucasus is populated by a variety of different ethnic groups, the majority of whom are Muslim and who live in several republics - these include Chechnya, Dagestan and Ingushetia.

Relations between Chechnya and Dagestan have been tense for years over a land and border dispute, that is threatening to explode.

Chechnya's brutal dictator appeared to pour flames on simmering tensions between the two republics, when he announced a blood feud on two politicians from Dagestan and one from Ingushetia.

In a televised meeting with senior officials, Kadyrov said: “I officially declare a blood feud against Bekhan Barakhoyev, Suleiman Kerimov and Rizvan Kurbanov."

Kerimov and Kurbanov are both originally from Dagestan, while Barakhoyev is from Ingushetia.

Kadyrov accuses the three politicians of ordering his assassination and also of seizing Russia's largest online retailer Wildberries from the estranged wife of Vladislav Bakalchuk.

The Chechen leader has vowed to help Bakalchuk get his wife back and to block the merger of their e-commerce giant with the advertising group Russ.

Anton Gerashchenko, a former adviser to Ukraine's Interior Ministry, said the conflict between Kerimov and Kadyrov was the most "serious" one in the last 10 years.

"There is a serious discussion in Russia that it could lead to a war between Chechens and Dagestanis," he wrote in a post to his X social media channel.

"A note from the Dagestan Interior Ministry said the blood conflict that the Chechen leader outlined today and accusations of organising his assassination are seriously destabilising the situation in the North Caucasus.

"According to political analysts close to the Kremlin, apparently Moscow is no longer able to extinguish or control this conflict.

"There are rumours that the National Guard of Russia and Interior Ministry forces will be redeployed to the North Caucasus, and it is also possible that army groups will be strengthened."

He added that Kadyrov may have to recall Akhmat units from Ukraine, as tensions threaten to escalate out of control.

Ukraine hit 2 Russian ammunition depots in 2 days — hammering the latest in a deep strike on a military airfield

Ukraine said it struck a military airfield in Russia overnight, marking the latest deep strike.

On Wednesday, Ukrainian forces attacked an ammunition depot and a drone storage facility.

Kyiv continues to find success with its long-range targeting inside Russia.

Ukrainian forces struck an ammunition depot at a military airfield in Russia overnight, the latest in a string of long-range attacks targeting Moscow's war machine.

In the past two days, the Ukrainian military has said it caused damage at a key Russian ammunition depot, a drone storage facility, and now another ammo depot at an airfield.

The back-to-back-to-back strikes underscore Ukraine's reach and demonstrate the repeated inability of Russia's air defenses to protect its military installations, including during the most recent attack.

The Ukrainian military said on Thursday that in the latest strike into Russia during the previous night, it attacked Khanskaya airfield, located in the southwestern Republic of Adygea. Ukraine said that it struck an ammunition warehouse at the site and caused "fire damage" to the airfield, which hosted Su-34 and Su-27 warplanes. It's unclear if the attack impacted any aircraft.

Russia's Su-34 fighter-bombers have been particularly problematic for Kyiv because these aircraft can release highly destructive glide bombs to devastating effect.

Glide bombs, stand-off weapons, are notoriously difficult to intercept. Ukraine can really only defeat this threat by targeting the munitions and the warplanes at their bases, which Kyiv has done on multiple occasions over the past few months. It's unclear if the latest ammunition depot stored these weapons.

The attack in Khanskaya came on the heels of two other Ukrainian strikes deep into Russian territory.

On Wednesday, Ukraine said it used drones to strike an ammunition depot in Russia's Bryansk region where glide bombs, missiles, and artillery shells were stored — including weaponry from North Korea and Iran.

Ukraine has targeted several Russian ammunition depots since mid-September. Kyiv has relied on domestically produced long-range drones for these operations because it is not permitted to use its inventory of Western-provided cruise and ballistic missiles to strike inside Russia.

Hours after the Bryansk operation, Ukraine said it destroyed a base in Russia's Krasnodar region that hosted around 400 Shahed-136 one-way attack drones. Some open-source intelligence accounts speculated that Kyiv carried out the attack using its homemade R-360 Neptune cruise missiles, anti-ship weapons that were modified for land attack.

Western officials, the Ukrainian armed forces, and war analysts have said that Kyiv's deep-strike campaign is likely to complicate Russian operations inside Ukraine.

"As far as long-range strikes, we've seen some successful one-way attack drone strikes by the Ukrainians against ammo storage points in Russia," a senior US military official told reporters Wednesday. "We've also seen some strikes against fuel facilities in Crimea. We do think that those will have some impact on the battlefield."

The official said the effects aren't immediate and explained that it takes time for them to be seen on the battlefield.

Conflict analysts at the Institute for the Study of War think tank said continued Ukrainian strikes against military facilities in Russia would place more operational pressure on Moscow's forces.

This development will compel "the Russian military command to reorganize and disperse support and logistics systems within Russia to mitigate the impact of such strikes," the analysts wrote in a Wednesday assessment.

In just the first year following the invasion, on February 24, 2022, Russian losses, both killed and wounded, exceeded the total Soviet losses in any conflict since WW2.

Russia has suffered a staggering 600,000 casualties in Ukraine since February 2022 in a stark illustration of the human cost of Vladimir Putin’s war, the Pentagon has claimed.

Russian forces have been advancing in Ukraine’s eastern Donetsk region since the summer, moving steadily towards Pokrovsk, a key transport hub.

However, Putin is paying a heavy price for such gains, with losses accelerating at an alarming rate.

September was said to be the deadliest month of the entire conflict for Russia, said a senior US defence official during a briefing yesterday.

They explained: “Russian losses, both killed and wounded, in just the first year of the war have exceeded the total Soviet losses in any conflict since the Second World War."

Despite widespread predictions that Russia’s campaign would falter, Putin’s forces have continued to fight over two and a half years into the conflict, despite the destruction of significant amounts of military equipment, dizzying levels of defence spending, and mass mobilisation.

So far Russia has avoided having to introduce a large-scale draft, instead relying on increased pay and pensions to attract recruits - but the rising body count may force a change of policy in the near future.

While the vast losses are a blow to Moscow, they will not necessarily prove to be a turning point in favour of Ukraine, with Putin pushing for an increase in defence spending by 25 percent for next year.

One senior US military official, speaking on condition of anonymity, told defence news.com Russia was likely to continue making “incremental gains” by exploiting its numerical advantage to push through Ukraine’s solid defences.

Characterising a strategy often referred to as the “meat grinder”, they added: “This is the Russian way of war - they continue to throw masses of troops into the fight, and we’ll likely see high casualties continue."

There are also concerns that North Korea may start sending troops to assist Russia, having delivered military equipment to Moscow, South Korea’s defence minister warned earlier this week.

As well as human losses, Russia has also suffered severe damage to its military infrastructure, with 32 vessels from its Black Sea fleet damaged or destroyed, and two-thirds of its pre-war stock of tanks depleted.

Consequently, Putin’s forces have been forced to dig into Soviet-era equipment reserves, retrofitting older machinery for deployment.

Ukraine’s defence ministry puts the number of “eliminated” Russian personnel in Ukraine at 665,200, in addition to 8,945 tanks, 17,765 armoured vehicles, 19,263 artillery systems and other materials.

The UK’s Ministry of Defence puts the total number of casualties at 648,000.

A planned forum of world leaders in support of Ukraine, hosted by US President Joe Biden in Ramstein, Germany, was cancelled this week due to preparations for Hurricane Milton, which hit Tampa yesterday.

The White House has yet to confirm a new date for the meeting.
