So there will be no incentive for driving a zero emissions vehicle from December '25? That seems pretty short-sighted to me. If I have to drive a vehicle in the congestion zone, why would I buy an electric vehicle when I could just buy an old diesel clunker for a tenth the price and still pay the same charge?

Are you thinking of the LEZ and ULEZ? The purpose of the congestion zone is to discourage vehicles completely. It's congested in the City, take your car and go away.

The CC is just the area around Westminster, you will have a discount for an electric inside the M25 through the LEZ charge.
