Trump is able to be cohesive. He just throws out random sentences and sees what gets his base cheering. That will be his next position.

The reason it looks incoherent is because he is constantly contradicting himself. He does not hold any positions he swaps them at will to how the political wind flows.

But his base has a less functional memory than Biden so that doesn't matter.
