"Violence" in that sentence means specifically violence against elites.

Violence is absolutely central to politics, since electoral politics is about who controls the state's monopoly on legitimized violence.

The sentiment "Violence has no place in politics" is calling for violence to be kept where it belongs - directed at the poor and anyone with resources our elites want.
