Windscribe looks expensive on their page, but they allow you to 'custom build' your plan, and you can get it for like $1/month. It supports wireguard, and I've easily saturated by 970mbps/970mbps connection both ways over it.

Does it do whole house VPN?

You do whole-house VPN by doing the VPN bits at the router section of your network.
