Someone pointed out once that the conspiratorial nature of some people is exacerbated by the fact that the government does actually perpetrate real conspiracies. The people don't inherently trust that the government acts in their best interest, because that trust has been broken often.
Conspiracy theorists are justified to be paranoid towards government actors, but they are not justified to invent facts for which there is little evidence and draw irrational conclusions upon the possibility of "being right."
