We need sky orcas to deal with the sky yachts.

I'm thinking armored California Condors? Maybe highly trained pods of Bald Eagles, with cybernetic enhancements.

This is not far off the actual mark. Didn't the US use pigeons as actual targeting systems in missiles at one point?
