They lost their .ml domain, and Lemmy doesn't support migrating to a new domain so they can't get it up under a new domain yet. They're down until they can figure out what to do next.
This is the correct answer. The Mali gov't contract with the domain provider ended.
But weirdly lemmy.ml is still up.
It is odd. Perhaps they used a different registrar?
Supposedly lemmy.ml was a paid domain which is why it's still around but there's not much information on it. The whole thing seems like a shit show though.
Also supposedly they picked .ml because it was free and they don't believe in paying for domains (according to a post by someone named something like desalinator 2y ago) not because "marxist-leninist," so I'm having a tough time figuring out if it is paid or not. Shit show indeed!
