Install giant pumps and fountains to aerate the water to keep the lake from dying completely. Cut off the farming industry fertilizer runoff to stop the algae blooms by forcing the farms to slow the run off so it can absorb into wetlands with riparian plant life that will grow instead of algae.

Build wetlands or repair older wetlands, they are the natural filters to waterways.
