I think he’s trying to say his drivers license is a contract between the state and itself, therefore laws do not apply to him.
You did better than me at interpreting that word salad.
Helps to know SovCit’s favorite arguments like everything is a contract, you don’t have jurisdiction, that’s not really me, etc.
