the amount of time that the uphill political battle for the ratification and it's timing now, when it could have been done 3 years ago; is indicative of an empty promise done for optics, so rushing it now would defeat the purpose.

i think that the most telling thing about the article is that the decision makers aren't sure that kamala is going to win and also makes it clear that they expect her administration to be a reliable continuation of biden's administration and that bodes very badly for the genocide.
