Congress does that. In fact, House Republicans passed a bill to prevent Biden from stopping certain arms shipments to Israel. It didn't get to the floor of the Democratic majority Senate, though.

The Republicans made Biden take offense to being called a Palestinian by Trump and then equate Palestine to Hamas, and constantly saying we will always support Israel, and proudly proclaiming he's a Zionist?
