What kind of Russia-related intel do European countries have, that they’re sending out wartime preparation pamphlets and turning buildings into bomb shelters? These are not things you do when you don’t expect war to happen. These are not good signs.
Hope for the best, plan for the worst.

You read exactly the first half of their 8-word comment, I see.
I read it and I stand by my statement.
I don't think they necessarily have any special intel, but they're certainly expecting the US to do something boneheaded, like decide to leave NATO, and thus encourage more militarism on the part of countries not included in NATO.
Of course, odds are pretty high that's exactly what's going to happen.
They most certainly have detailed, classified information that pertains to this situation. No one in the IC wakes up one day with a hunch about a possible invasion, and puts their whole country on a wartime footing. These preparations are undoubtedly a response to evidence of what I like to call, “Bad Shit”.
