Hmmmm got the job (VPS) but it was never explained that it was a fixed term contract until I just got the offer letter, I was under the impression the whole time it was a full time contract, so it ends after a year and if they don't have the budget I'm out of a job potentially? Exactly the sort of thing I wanted to avoid and why I was willing to take a paycut otherwise why not just work as a contractor?

spend the time applying for permament positions

Being in VPS on a fixed term carries over all your leave and progression through any other VPS job and department.

Start looking after 6 months for another longer role. It's what pretty much everyone does.

Also, welcome aboard comrade

Given the cuts across the service, the budget is a very real consideration.

Is it a "contract" or "permanent fixed term"? The latter gives you leave entitlements and other benefits (that I can't currently think of) of a permanent employee
