Is the latter in UEFA rules or just PL?
Not sure tbo but to me it's a basic rule that should be applied across every league/competition, if it's not already.
Yes it should. I learnt recently they actually have sin bins in the lower (regionalised) leagues in England for it nowadays, which is pretty good too.
I'm glad something (or anything for that matter) is being done.
