We get these downvote spammers about once every 2 months. They'd be instantly stopped by us switching to allowlist federation, but it doesn't seem necessary yet.

This is the first I've seen downvote spammers on the site, excluding that one downvoter who appears seemingly at random

We used to get them a lot more, until they realized how easy it is for us to block them. Seems like they forgot.
