I never played the first one, so I don't know what better features are missing. But I love this game so far.

This game is already the best city builder ever made. I would happily play it in its release state for years. Continuing support and mods are a bonus.

That's my whole point, they should be bonus and not a necessary thing to fix what developers didn't add. Mind you I didn't play this game, just pointing out that mod support and community content is an added bonus, not base game. Base game needs to be good for the asking price.
