its a type of pipe lighter.

To light a pipe, you need to get the flame down in the bowl.
its kinda tricky to that with a normal lighter without burning your thumb.

so over the years specialized pipe lighters emerged, that help you reach into the bowl.

the implication in the ad is, that the most popular pipes these days are not for tobacco consumption.
