The statement is too far from the truth to be accurate. Some private car traffic will be banned in the micro center of Paris. A lot of exemptions will apply and this will change very little ultimately. Still a good move, just not ambitious enough.

It absolutely does!
I understood as meaning if you're going from one suburb city to another suburb city, you should not drive through downtown. Probably doesn't apply to EU as they probably don't have our sprawl but that's what I understood.
