Not sure why you landed on 2016, but the privatisation of the NHS has been going on for a lot longer, and while it's unlikely to happen as long as profit is the main motive, it is still reversible, and the fight to save the NHS (and the population) from the government is still ongoing https://www.yournhsneedsyou.com/timeline/

Just sort of picked a year that seemed like a turning point for the government ramping up the levels of depravity, and care becoming harder to get, of course there's no black and white moment

I think that might be down to your personal perspective, which is fine I'm not trying to have a go, personally I've seen people struggle to get care for a lot longer. but it also depends on where you live and so many other things, but yeah, they've been cannibalising the NHS for a long while and it is getting noticably worse.
