Your first bullet point happens to me sometimes. Not sure if our issues are the same, but my issue was that I was adding new media and Jellyfin hadn't added it or the metadata to the database yet. If you add files irregularly, it can take a while for JF to scan and recognize it.
For me, the metadata was the critical bit which solved the issue. This involves JF making queries to TVDB, TheMovieDB or MusicBrainz and adding the metadata to the database. Without that metadata, I won't see the new media (movie or music) in the Jellyfin folders, but I can manually search for and watch that content.
The fix is to log into JF via a web browser to your admin account, go to
Administration
→Dashboard
→Scan All Libraries
. If your issue is the same as mine, that would resolve it. Also, I'd recommend making sure your metadata providers are set up accurately.Regarding your second bullet point, I use Infuse as my media player so I can't replicate the issue.

Edit to add: Although I can't replicate your second bullet point, it sounds like it is a metadata issue as well. Maybe your TV metadata provider section is not set up correctly. If JF can't tell which episode is next (because there isn't any metadata or the metadata is incomplete/wrong), then you're going to have all of the problems you're talking about in your post.
In the example of Dracula the metadata was fully loaded when i searched the show. So everything was there but it wasn't shown in "latest media"
Yesterday evening, roughly 5-6h later, it got listed in latest media.
I didn't manually configure the meta data services, i just took what was default in Jellyfin. Is there something i have to specifically turn on or configure?
