As a huge star wars fan, I'm obsessed with all the releases, whether it's caked in references or inside jokes. But I completely understand from an outsider's POV, especially since Marvel does the same. It's nice to have sprinkles of fan-service when you see a character from an animation in a hit show, it gets exciting. That being said, Andor was a breath of fresh air when it came to character development and story telling.
Part of what made Andor great is how much we see behind the scenes of the Empire. We get much more than just exposition for the sake of the main plot. We have entire arcs dedicated to some of their characters. Some of them are just following the rules because they're believers, others are actively evil, and we get to see all that, much more than we did in previous stories.
