This specific router has a PowerPC chip and uses PCIe to connect the wifi modules, it was released a decade ago

Does that mean typical ARM based routers do not have a PCIe bus?

Typically no. you can get arm devices designed to be used as routers that have PCIe, but your typical isp or name brand router won’t
