Are the "severe concussion" battle scar and actual injuries cumulative? (sh.itjust.works)

If an operative has the "severe concussion" battle scar, their ~~WS~~ BS is penalized as if injured. If that operative falls below half its wounds in battle, is their ~~WS~~ BS penalized again?
