God, i'd love more games in the style of twin peaks. disco elysium scratches the itch, but wish there were more.
Deadly Premonition?
Try Kathy Rain if you like point and clicks. It's a little too inspired by Twin Peaks at some points.
Maybe Norco, too. It's scifi but it's got a similar kind of vibe anyways. More like Disco than Twin Peaks really.

Probably no chance, it's a fan game.
I doubt it's easy to get the license for everything, including the likeness, voices, music, etc.
