As an outsider: what is the end goal here?

I heard banning abortion was a way to make people have more babies. But why would they then ban IVF?

That's why some people support it. But the main groups pushing the issue are hardcore Christians. I wouldn't be surprised if they were against IVF because you're playing god, it's "unnatural", .....
