Yes, they were the first (and only) to use nukes, the only ACTUAL weapons of mass destruction, mostly killing civilians.

The context here is in the Ukraine proxy war. What the US did in Japan was before international nuclear proliferation and MAD, so I think it's an entirely different calculus with an entirely different outcome.
