I was unfamiliar with this guy. His interpretation seems to have held up in practice, although it hinges on definition of war. If by "war" he means a defacto state of war without declaration, then he must have concluded the US is a carte blanche dictatorship, right?
John Yoo’s whole schtick back then was to run legal cover for the US’ post-9/11 war crimes and crimes against humanity.
