And no it's not a stinger, it's for laying eggs into tree bark.
I don't know the official name, but I think it's safe to call that thing "nightmare fuel".
Hard to say which species this is. But it looks very much like a Ichneumon wasp of the subgenus Lissonota. These are parasitic wasps. The long tail is the ovipositor used to inject eggs and toxins into the host.
