That’s the contention. Orban is unilaterally letting Russian spies into the entirety of the Schengen zone.

The EU’s main recourse, should putting pressure on Hungary to desist fail, would be to impose emergency border controls on borders with Hungary, which could be seen as a symbolic step towards Hungary’s journey from the EU to the russkiy mir
