I mean, chilling under the stairs might have been just a tad less stressful then being on the run from a murderous evil wizard.
He wasn't really "on the run" in first year though, was he? Tom Riddle kinda just chilled on the back of Quirrell's head, and didn't pose much of a threat. Compared to the constant bullying from Dudley's gang, it was probably an improvement.
