Hospitals face a federal investigation, hefty penalties and threats to their Medicare funding if they violate the federal law.

The hospital losing funding vs the doctor spending 99 years in prison. Yeah, I can see how that would have a chilling effect.

Very normal country, can definitely not imagine anything going wrong with it enforcing "the rules based international order".
