Guided munition existed well before 2013, so obviously yes.
I'm not talking about analog systems obviously, but the up-to-date stuff like the meteor missile etc
Meteor was developed from 1997-2014. In other words yes.
What about Intel Fab 34 in Ireland? According to Intel they're doing "Intel 4" (assuming its a TSMC 5nm equivalent node). Either way it should be better than 16nm.
