There is zero evidence for your conspiracy theory that Russia is organizing coups, while there is plenty of evidence that these are popular coups against western repression. It's fascinating that Westerners can't even fathom the idea of a colony trying to steer away from their colonisers. Do you really not see people living in those countries as people who can make their own decisions without need of consulting Europeans/Americans?
The paper makes vague claims without any substance. There is nothing to debunk there, and if you actually bothered reading the paper yourself you'd know that. You're stretching the definition of democratic especially if you're extending that to all of these countries that have recently experienced coups.
Unironically the coup has given the people more self determination than being a Neo-colony. Democracy in those countries generally have just Europeans or Americans voting for the government instead of the people. And western Africa specifically has been exploited by France on record even after colonialism "ended".
