Looks like one of the crewmen in the back is still wearing a boot.
Whats weird is taht there are two sets of white boots yet those are medical boots and there don't appear to be medics on the bridge in this scene. Also the three people behind the tactical station are engineer and science division and the missing boot seems to be command division. So someone is stealing boots.
