I haven't seen an apartment painted like this BUT some of the beach houses in the province that provide showers and accommodation did have those garish color choices, particularly the green walls.

I wonder if this is area specific. I did a bit of apartment hunting a few months ago in Makati and BGC and never saw the colors shown in the article.
Good thing more and more spaces/apartments are sticking to neutral colors but meron talaga. Definitely not around BGC, but once you reach Caloocan, Mandaluyong, Manila, etc., you’ll definitely spot some of them.
My guess is those colors are cheaper?
