If it's something like Germany it was a good idea (bicyle road all the way, not just 20 candy bars length) and after around 300 points to take care of, regulations and 50-250k euro spent you get this .
It's a pull-out for cars to pass, no? Obviously nowhere near as good as an actual bike lane, but if you have enough of these, maybe you get (most) drivers to wait and not try to pass until they get to one.
