It's not entirely incorrect, but it misses five crucial mechanisms.

First is that Starfleet is not the representative group for entire Federation. Those are people who for various reasons don't mind military drill, want adventures, can't sit on their asses, are addicted to adrenaline etc.

Second, even Starfleet service is usually pretty boring and mundane, Enterprise is a statistical anomaly having more weird adventures than probably rest of Starfleet ships combined.

Third, Starfleet is actively discouraging the "Kirk syndrome" and if someone have it too much but is too good resource to kick out, welp, probably they are getting relocation to Enterprise, congratulations, here is your red shirt, enjoy.

Fourth, it all works for all relevant people - until it stops, look Enterprise C or USS Odyssey.

And finally fifth - it's just classic show protagonist syndrome.

I feel like Brad Boimler is somehow perfect evidence for this theory, but then what are we to make of Beckett Mariner - creating even more drama while trying not to get promoted?
