So far, the cheapest I found was a little over $40 for about 30 cards.

This question is confusing. Do you want to create digital cards or print them or both?

I'm assuming they want to have cards printed so they can send them to people. That's the point of cards.

Google local print shops in your area, they should be able to do it cheaper than that.

Print them at your local walgreens, make sure to go to RetailMeNot to look for a coupon.

My question is what do you mean exactly by “create”? Like…print? Design? Photoshop?

For print anywhere local is fine. Ordering online is ok but time crunch and shipping costs…
