I've said this more than a few times back in r/DaystomInstitute, but...

When Jellico was given command he had very little time to prepare to be put into a very volatile situation with just the Ent-D. He'd need everything running at peak efficiency and everyone at their sharpest because things can turn south really fast. He wanted to go to a 4 shift rotation which wasn't necessarily unreasonable so people can be better refreshed on their shift. He needed the ships systems increased to for better power efficiency, which was not necessarily an unattainable goal. He was right in playing the delegate from the Cardassian ship to throw him off-kilter, and he was right about the ships hiding in the nebula. It's the duty of the first officer to carry out the orders of the captain and Riker challenged nearly every order. Going into a tense situation you need to know you can trust your crew so he wasn't in the wrong relieving Riker of his post. He was right about the ships hiding in the nebula, and Jellico even showed humility when Geordi suggested Riker was the best pilot on board. He was even humble when Picard returned and Jellico was transferred back to the Cairo.

It still gets me that the Ferengi were mostly unknown to the Federation, yet by the time of DS9 they're almost a widely known cornerstone of economics in the Alpha Quadrant.

My headcanon is that some of the PADDs are 1-time use with read only memory that can't have the data loaded or transferred off it. A secure way of passing information.

I can't remember which series this is from but I swear I remember them saying that the grav plating still holds a charge even in the event of total power failure. So even when the ship is disabled, gravity will maintain it's hold for a period of time and then will slowly dissipate
