Would you say the ethnic tensions before the western efforts to increase them were at levels of systemic oppression? Or more like commonly held bigotry that sometimes resulted in clashes?

Current reading To Kill a Nation by Parenti and have some questions (I'm like 50ish pages in and have no knowledge about Yugoslavia)

He talks about how Croatia had a huge Nazi problem before and after Yugoslavia, is he downplaying how bad ethnic tensions were before the dissolution of Yugoslavia? I don't doubt that shock therapy and the US funding of separatists contributed to that but was it pretty bad before?

He said Yugoslavia was the only country expelled from the UN and later says that Montenegro and and Serbia (as the Federal republic) weren't allowed to inherit Yugoslavias spot in UN, is that what he means by expelled? I was trying to find a source on the expulsion and could only find stuff about Taiwan or them not being allowed to inherent the spot
