Iran has some decent missile tech and proof that they are willing to use it. They may or may not have nukes at the moment but if it comes to that they definitely have the means to make nuclear warheads on short notice. They should definitely start though, having the ability to make nukes in a week means nothing if issrael decides to do a first strike.
